Reforms with a Human Touch–Feasible or Impossible?

Bharat Jhunjhunwala, writing in the Indian Express, argues that PM Manmohan Singh cannot achieve the twin goals of growing the economy at 9% while simultaneously instituting welfare programmes for the poor.
