The UPA government is following an Obama model to be big on transparency, accountability and access. Annual reports to the people and an independent evaluator assessing flagship programmes are all on the cards.
The open source approach, we know, has won the argument. A system that is open to scrutiny and feedback is bound to be more robust, and it is heartening that the UPA has gestured towards more transparent, participatory governance. The president’s address to Parliament was a grab bag of promises but what deserves special mention is the stress on unclogging public delivery.
